The Trump Administration is expected to soon propose a rulemaking to roll back current greenhouse gas (GHG) emission standards, and set new fuel economy standards, for passenger vehicles. This action also implicates California and other states' ability to regulate vehicle GHG emissions, under an EPA-granted Clean Air Act waiver. Automakers are seeking additional compliance flexibility, but also want harmonized Federal and California programs. The rulemaking is expected to result in litigation and could significantly impact regulatory predictability as well the balance of authority between federal and state regulators. Hear from leaders in the field on significant changes the Administration is proposing, legal points of contention, and practical impacts.
