California's closely watched and highly successful cap and trade program (under the California Global Warming Solutions Act of 2006 or "AB 32") was extended to 2030 through an intensively negotiated and relatively complex grand bargain designed to address the interests and concerns of a large number of stakeholders, including the California Air Resources Board, the California Public Utilities Commission, the California Energy Commission, local air quality management districts, environmental policy organizations, the environmental justice community, the petroleum industry, the electric utility industry, the Western Climate Initiative, and the Under Two MOU coalition.
