Can US Warrants Reach Cloud Email Stored Abroad

Technology advances such as cloud computing and high-speed broadband, as well as the Snowden revelations about government surveillance, raise important questions that affect the tech/telecom industries and consumer protection issues. The SDNY US District Court issued a warrant in 2014 to obtain customer email content from a Microsoft data center in Ireland. The court rejected Microsoft’s challenge which was supported by Apple, Cisco, AT&T, Verizon, and EFF. The 2nd Circuit appeal raises compelling issues. Can US warrants reach outside the US? How does the 4th Amendment apply? Should the US obtain data abroad through existing Mutual Legal Assistance Treaties or establish a new treaties?
