The panel will discuss the practical benefits and occasional pitfalls of State Interaction with Foreign Entities based on recent experience with both procedural and substantive impacts of direct negotiations between State offices and Foreign corporations and government agencies. The panel will also address the defense-side concerns that corporations have with these type of interactions.
